If someone rejects all the religions they encounter, why do they often become an atheist rather than an agnostic?

Atheist and Agnostic are basically the same side of the fence, just different spots by the pool. To say someone is agnostic is really saying that they're atheist, just with a different take, because atheism is simply the position that we don't accept the positive claims that gods exist.
